中法战争之前,云南由于交通阻隔,信息不通,政治、经济和文化落后,处于封闭的封建社会中。战争后,随着不平等条约的签订,在外来的压力之下,云南政府为了适应新的国际国内形势,开始变被动为主动地引入和借鉴西方的制度文明。政治制度、军事制度、行政制度、司法制度和警察制度的引入对云南社会发展进步的影响最为深远巨大,它加快了云南社会向近代化转型的进程,是云南向西方学习成效的重要标志之一。

Before Sino-French war, Yunnan Province, due to the poor traffic bad information and political economical cultural backward, was in the isolated feudal society. After the war, with the signature of the unequal agree-ment, under the force of the outside, in order to adapt the international and national situation Yunnan government began , from passive to active,,to introduce and use for reference the Western system civilization. The influence on the advancement and development of Yunnan by introducing of Political, military, administration, judicial, police system was tremendous as it quickened the modernization transforming progress of Yunnan and it was one of the important symbols of effective learning from Western society.
