摘要
质量管理体系(quality management system,QMS)的实施要求对企业的质量管理成本有着重要的影响,在自愿实施、半自愿实施与强制实施条件下企业的质量管理行为不同。通过对不同管制方式下食品供应链成员引入QMS后产品质量及成本的变动分析,认为处罚手段与力度是QMS自愿实施的一个关键条件,而监管手段与产品检测水平是强制性实施QMS的前提条件。政府的帮助对于任何一种实施方式都是必须的,但对于发展中国家而言强制实施高水平的QMS并不是一种好的选择。
Quality management system (QMS) implementation modes within Agri-food supply chain have significant effects on the cost of food products. Firms in the supply chain have different behavior under voluntary, quasi-voluntary, and mandatory regulations. This paper analyzed the changes of food quality and cost in different regulations, and the main conclusion is that government' s participation and assistance is necessary for the implementation of QMS, but strict rules for high level QMS are not good for developing countries.
