The theory of governance is of great importance and provides enlightment to the reform of sports administrative system in China.The paper brings forward the following possible paths to the reform: the reposition of the government sports function;the shift of government administration away from policy-based governing and towards law-based govering;Achieving a perfect combination between government function and market mechanism on the purpose of offering systematic space for the outside forces;Cultivating an independent citizen society so as to ensure citizens legal rights to participate in sports management.
