介绍北海市海河堤基本情况与存在的主要问题，重点分析“９６１５”号台风对北海市海河堤造成破坏的原因，提出修复、加固等措施与对策。

It introduced the basic condition and main problem of the sea and river embankments in Beihai city. It mainly analysed the causes of the sea and river embankments being destroyed by '96.15' typhoon ,and it suggested countermeasure and measures of repairing and reinforcement.
