Administrative Infrastructure and Implementation of Green Procurement by Government Based on the Value Chain

在分析政府绿色采购主要影响因素的基础上,基于价值链构建了政府绿色采购的管理架构,包括管理层次模型和相应实施策略,并参照此框架对日韩两国政府绿色采购管理实践进行了归纳分析,阐明了该管理架构的具体实施措施。

This paper firstly analyzes the main courses of government＇s green procurement, then gives the administrative infrastructure based on value chain, including the layer model and implementation strategies. Lastly, according to the practice of Japan and Korea government, we illustrate the implementation in detail under the administrative infrastructure.
