摘要
从政府制定人才规划的视角出发,对基于战略管理的人才规划进行了界定,结合人才规划面临的新背景、新理念,分析了从战略高度出发的人才规划的功能效应,探讨了作为战略管理的人才规划容易忽视的约束机制,重新构建了人才规划实施的路径流程,以求进一步认识人才规划应注意的问题,更为全面地把握人才规划的方向和方法。
From the angle of government qualified personnel programming, this paper carries a related definition based on strategic management, combines the new background and new perception, analyzes the functional effect, probes into the restriction analysis which may be ignored, reconstructes the flow of implementing path of the qualified personnel programming. Through the discusses, we can appreciate clearly the question we should pay attention to, then grasp the direction and method of qualified personnel programming.
