综合风险分类体系建立的基本思路和框架

Basic thinking and framework for establishment of integrated risk classification system

面对社会日益增加的各种风险,我国必须建立转型期间的综合风险管理体系,增强综合风险管理能力。与此同时,风险分类是综合风险管理不可缺少的基础性工作,该分类体系在国家科技攻关计划———综合风险防范和示范项目中得到了实际应用,特别是在风险保险和风险信息共享工程中。从现代风险发展的综合特点出发,对现有的风险分类方法和体系进行了分析和回顾,借鉴国内外综合风险分类的方法和体系,构建风险分类的原则,形成现代风险分类的综合性方法。根据此方法,将风险分为8个一级类、50个二级类。

Risk classification is a fundamental work for risk insurance, risk governance, and the foundation of risk information sharing platform. Concerning the comprehensive characteristics of risk, on the basis of existing methodology and systems of risk taxonomy, with the principles of scientificalness, systematicness, hierarchy, expansibility, practicality and compatibility obeyed, events of risk system are comprehensively classified into 8 categories and 50 subcategories. This classification system is actually applied to China 11^th Five-year Science and technology Support Program--Integrated Risk Governance Key Technology Study and Governance. Risk classification is an innova- tive work and it has not complete theoretical and methodological systems yet. With development of risk science and technology, risk classification system put forward in this paper will be updated and perfected unceasingly.
