基于总量动态平衡的河南省耕地保护制度运行绩效分析

Operation Performance Analysis of Cultivated Land Protection System in Henan Province Based on Gross Homeostasis

综合运用耕地动态平衡指数、耕地产出效益系数、耕地消耗回报系数、耕地污染替代系数和耕地利用集约化系数等一系列评价指标,定量分析了河南省目前耕地总量动态平衡状况和耕地利用效益,定性提出了保持耕地总量动态平衡以及提高资源利用效益的建议。

A series of evaluation indexes such as homeostasis index, output benefit coefficient, consumption and return coefficient, pollution and substitution coefficient, intensive utilization coefficient of cultivated land were comprehensively used to analyze the gross homeostasis situations and utilization benefits of cultivated land in Henan province at present. The suggestions on maintaining gross homeostasis of cultivated land and enhancing the resource utilization benefits were qualitatively put forward.
