文章旨在对压载水公约及相关导则的要求进行全面地理解分析,相应明确各相关单位的职责,有助于未来我国顺利加入压载水公约以及主管机关正确执行公约。

This paper aims to interpet and analyze the requirements of the Ballast Water Management Convention and its relevant Guidelines, and identify the responsibilities of the stakeholders accordingly. This would be helpful for our country to ratify the Convention, and for the Administration to properly implement the Convention.
