摘要
本文所谓的"定编"是指根据医院功能需要所规定的各工作岗位的员额,以及各类工作人员的数量、层次及其相互间的比例关系。人员编制是医院人员管理的主要手段之一,也是医院管理的重要组成部分。人员编制管理的根本目的,是为了实现医院的医疗、保健、预防、教学、科研等功能,完成医院所担负的各项工作任务,最大限度地满足服务对象的要求,保证医院在较低人力成本上的常态运行。
