摘要
随着全球化的发展和中国改革开放的深入,越来越多的中国公民去国外居住和生活。关于海外华侨是否应该拥有双重国籍的争议时常发生,不断出现要求中国政府恢复承认双重国籍的呼声。周恩来在其担任总理期间,多次就海外华侨的双重国籍问题发表讲话,积极提倡"单一国籍",主张海外华侨放弃双重国籍。本文对周恩来总理提出"单一国籍"主张的原因、其"单一国籍"思想的主要内容和历史意义进行了分析。
With the development of globalization and China＇ s reform and opening-up, more and more Chinese citizens go abroad to reside and live in other countries. The argument often occurs about whether the Chinese government should recognize ＂dual citizenship＂ . This article made a study of Premier Zhou Enlai＇ s thought on this issue in the 1950s. On many occasions, Premier Zhou spoke about this issue and advocated ＂single citizenship＂ , which indicated a turning point in the Chinese government＇s policy towards overseas Chinese. It demonstrated the Chinese government＇ s determination to deal with international relations according to the Five Principles of Peaceful Coexistence; and in some degrees, it was also the best way to protect the interests of overseas Chinese at that time.
