摘要
联合国公务员制度的理念是指导联合国公务员制度的制定与执行的基本原则,也是联合国公务员制度所要达到的目的与效果。联合国公务员制度受到多方面的侵蚀,现实与理念之间存在巨大的反差。联合国近年来一直在对其公务员制度进行改革,但改革并未触及最核心的问题。要建立一个真正有效的联合国公务员制度,还需要进一步的改革。
The idea of the United Nations civil service system not only constitutes the basic principles regulating the legislation and implementation of the United Nations civil service system, but also presents the purpose and effect to be achieved by this system. As the system has been eroded from many sides, there is a sharp contrast between the reality and the idea. In recent years the United Nations has often tried to reform thi~ system, but the reform has not touched the core issue. To establish a truly effective United Nations civil service system, further reform i~ expected.
