The heavy burden on farmers is now a focus and difficult problem in the rural socialeconomic life.The active efforts to lighten them have been made in recent years by the governments at various levels and some results reached such as the expenses of proper burden on farmers have been controlled by 5%,but this problem has not been solved substantially,it stiil has the problems such as unequal distribution of the proper burden and heavy recessive burden,which seriously impaired the farmers, benefit and arose the farmers, unhappiness.Too heavy burden on farmers not only dampness the productive enthusiasm of the farmers but also impairs the relationship between the Party and the masses as well as the cadres and the masses,therefore,as a longterm and arduous task by the governments at various levels,lightening the burden on farmers must be treated by looking into both its cause and symptoms,in a comprehensive way and by a sustained efforts.
