我国海洋经济可持续发展中的政府投资激励系统研究

Study on government investment incentive system in sustainable development of marine economy in China

本文以海洋经济可持续发展理论模型为基础,分析了海洋产业投资对于海洋经济可持续发展的影响因子——经济、资源、环境、技术进步的促进作用,指出政府诱导性投资通过对海洋基础设施、技术研发等的投入改善海洋产业的投资环境,进而提高产业资本收益率,达到激励诱导产业投资增加的目的的运作机理。在此基础上,分析了我国政府在海洋经济可持续发展中的四项投资激励模式:产业投资激励、区位投资激励、风险投资诱导、融资渠道诱导等。

On the basis of Sustainable Development theory of marine economy, this paper analyzed that the marine industry investments have accelerated the economy, resources, environment and technology progress which are the influence factors of Sustainable Development of Marine Economy, moreover analyzed that government investment should invest on the infrastructure, technology study and invention, and so on, in order to improve the investment environment, increase the return rate of industry capital, and achieves the aim of inducing the industry investment to be increased, and then the paper analyzed the four government investment incentive models in marine economy sustainable development, which are industrial investment incentive model, location investment incentive model, venture capital induction model, and financing channels induction model.
