内陆水域捕捞渔民反管情绪问题的思考

我国渔政管理经过了几十年的艰苦努力,在保护渔业资源、拯救濒危物种、维护渔业生产秩序、保障渔业生产持续健康发展等方面发挥了重要作用,取得了显著成就。但是,当前内陆水域渔政执法中也存在种种不可忽视的问题,如渔民反管情绪上升,拒绝渔政检查、甚至抗拒检查、暴力抗法等等现象时有发生。本文从渔业法规宣传、渔政管理队伍建设和执法手段等方面分析探讨了渔民存在反管情绪的原因所在,提出了解决渔民反管情绪的一些对策,旨在为进一步加强渔政管理工作提供参考。

China fishery administration has played very important roles and achieved significant achievements in the aspects of protecting fishery resources, retrieval of endanger species, maintenance of fishery production system, ensuring healthy and sustainable development of fishery production, etc. However, there are still some problems in executing the fishery law in inland water areas, for example, rejecting administer mood from fishery farmers goes up, fishery farmers refuse inspections, etc. The paper has analyzed the reason of rejecting administer mood from the fishery farmers in the aspects of propagandizing of fishery law, construction of fishery administration team, means of executing the fishery law, etc. The paper has also put forward the countermeasures of resolving the problem of rejecting administer mood from fishery farmers. It provides references to further strengthen the fishery administration works.
