Difficult Position and System Innovation of Public Libraries in China

我国公共图书馆存在着经费投入不足、管理体制落后和公平服务理念缺失等突出问题,形成的原因是对公共图书馆的"公共性"认识不足,基层政府财政困难,缺乏有效制度供给以及公众缺乏利益表达的渠道。解决的办法是加强图书馆立法建设、多渠道筹集资金和改革现行的公共图书馆管理体制。

There are many conspicuous problems existed in public library, such as inadequate input, backward managing system, lack of fair service concepts etc. Insufficient understanding of public library, the financial straits of the government at the grass-root level, lack of effective system supply and the channel through which the public can fully express their ideas caused the problems. The solution to this is to enforce the construction of the library＇ s legislation, to collect funds through various channels and reform the current management system of the public library.
