失地农民安置问题探讨——以重庆市北碚区为例

A Discussion of the Issue of Re-settlement of Farmers Who Have Lost Their Land——A Case Study of Beibei District of Chongqing Municipality

通过对重庆市北碚区100户失地农民的问卷调查发现,目前在征地过程中,失地农民利益保障存在补偿水平较低、补偿方式单一、失地农民就业困难、征地后生活水平降低等主要问题.产生上述问题,主要是因为政府行政职能错位、征地补偿标准不科学、农民缺乏土地产权意识等原因.故必须提高征地补偿标准、解决失地劳力的就业问题、规范分配行为,以期最终解决失地农民的安置问题.

Questionnaire investigation of 100 farmer households, who have lost their land, in Beibei District of Chongqing Municipality has revealed that the primary problems about guaranteeing the interests of landlosing farmers occurring in the process of land expropriation include low standard of compensation for the expropriated land, limited number of compensation modes, difficulties for the farmers to find other jobs and deterioration of the livelihood of the affected households. These problems can be attributed to ambiguous function of government administration, unscientific standards of compensation for the expropriated land and lack of property right-awareness on the part of the farmers. So it is necessary to enhance the compensation standard, solve the problem of employment for the land-losing farmers and standardize distribution, so that the issue of re-settlement of farmers who have lost their land will be settled properly.
