This paper introduces new types of relay protection tester＇s principle and hardware structure based on IEC61850-9-1 in detail. The device is based on DSP and embedded ARM microprocessor, the former is to complete the task of calculating and packing, the later is to complete the Ethernet communication with PC and packing and sending testing data which is according to the standard IEC61850-9-1. Set parameters on the PC＇s software interface, and then transmit the fiber signal to the digital protector and receives the action information through the input connector of the tester.
