在各种利益冲突和磨擦不断出现、社会矛盾更加复杂、各种纠纷也大量增加的宏观背景下;在因民间纠纷引起的治安案件果不能及时疏导化解,有可能发展成群体事件,甚至激化为刑事犯罪案件的微观背景下,公安机关必须有效地承担起行政调解的职责,加大因民间纠纷引起的治安案件的调解力度,及时化解各种社会矛盾,消除各种不安定因素,维护社会稳定。

Under the micro background of the emergency of various conflicts and attrition of interests, more complex of social contradictions and substantial increase of various disputes, and the microcosmic background that the cases caused by civil disputes can not be resolved timely and is possible to develop into groups incident or even criminal cases, the public security organs must effectively take on the administrative duties of mediation, increase mediation efforts on the cases caused by civil disputes, promptly resolve various social contradictions, eliminate all sorts of instable factors and maintain social stability.
