完善新型农村合作医疗制度研究述评:进展与展望

Progress and Prospect of Studies on New Rural Cooperative Medical Schemes:A Review

新型农村合作医疗是农村卫生发展中的一项重要制度,这一制度仍处于不断试验和探索的过程中,同时,试点工作也暴露出其设计层面和执行层面上的种种不足。如何改进和完善这项制度成为不同学科领域研究者十分关注的议题。课题组将这一领域的研究分为3大类别:关于新型农村合作医疗性质和基本原则的讨论,新型农村合作医疗试点进展和效果评价研究,以及新型农村合作医疗重点运行环节的改进策略研究,并以此展开讨论和评述。结果提示,尽管这一领域的研究已经取得显著的成绩,但仍缺乏系统性,需要在新型农村合作医疗基本特质作正确分析的前提下,采用政策比较分析与实证研究相结合的方法,促进新颖可持续发展的模式的发现和推广。

New Rural Cooperative Medical Scheme （NCMS） is one of critical institutions in rural health system development. The NCMS is still in a process of trial, in which various deficits have been explored. How to perfect the scheme becomes a highlight topics for discussion in researchers from multiple disciplines. This paper reviewed the recent progress in this field according to 3 categories： discussions on concept and essential principles, pilot progresses and impact evaluations, and promotion strategies on critical operative dimensions. The analysis results indicate that studies in this field has progressed with significant achievements besides lack of more systematic and sophisticated design. It is suggested that future studies need to focus on developing and scaling up innovative and sustainable patterns.
