摘要
科技型人才聚集是科技型人才流动的产物,它既可能出现1+1>2的积极作用(经济性效应),也可能出现组织冲突,增加内耗,产生1+1<2的消极作用(不经济性效应)。系统创新是实现科技型人才聚集经济性效应产生和提升的重要途径。因此,应从影响科技型人才聚集系统的内外部创新因素(制度创新、观念创新、管理创新、文化创新)等方面进行系统创新,以促使科技型人才聚集经济性效应的产生与提升。
Technological talent mass is the product of technological talent migrant. It maybe results in positive ettect, i. e. 1 +1 〉 2 ( active effect), or it may arise organizations conflicts and increase internal friction, so it may be a negative one, 1 + 1 〈 2 ( passive effect). System innovation is an important way to achieve the produce and upgrading of technological talent aggregation positive effect. Therefore, people should start system innovation from the internal and external innovation factors (institutional innovation, the concept of innovation, management innovation, and culture innovation) which have an impact on technological talent aggregation system. So as to promote the produce and upgrading of technological talent aggregation positive effect.
