清末新政时期,由山东巡抚而为直隶总督兼北洋大臣的袁世凯,十分重视人才的作用。他追求体用兼备、忠勇双全的人才目标,倡导除旧布新的育才模式,崇尚不拘成例的用人之道,形成了较为系统的人才思想。这一思想,更是新政时期新洋务派官僚群体人才主张的高度凝结和阐释。

At the end of the Qing Dynasty,Yuan Shi-kai,as from Shandong governor to governor-general of Zhili and BeiYang Minister,attached great importance to the effect of talents.He persued the talent who had both internal and external,both loyal and brave qualities.He advocated an unprecedented talent-cultivated pattern.He upholded an unconventional talent-ap- pointed mode.In brietfthese opinions were composed of his systematic talent thought.Moreover,his talent thought was also a high condensation and interpretation of talent opinions which new foreign affairs bureaucrats had during this period.
