论水电及流域梯级开发的风险管理与保险解决方案

Risk Management and Insurance Schemes for Basin Cascade Hydropower Development

风险管理对实现水电开发项目目标具有重大意义,值得水电开发项目管理人员对其进行深入研究。对水电及流域梯级开发的风险因素进行了归类分析、对风险管理及保险解决方案做了一定探讨。笔者认为,向保险公司投保是转移自然灾害、意外事故、不利的社会事件等部分环境风险的最佳途径,而保险解决方案之核心内容在于业主采取必要的组织、管理、经济、技术、合同等措施,以确保科学合理地实现风险转移。

Risk management is very important in achieving objectives of hydropower development projects and should be researched further by managers of hydropower development projects. In this paper , risk factors in basin cascade hydropower development are analyzed and risk management and insurance schemes are discussed. It is considered that the best way to pass some environmental risks, such as natural disasters, accidents and adverse social events and so on , is to procure insurance from insurance agent. The Owner should take some necessary measures in aspect of organization, management, economy, technology and contract to ensure passing of risk scientifically and rationally.
