摘要
公共利益是理性;公众利益是政治。在公利与私利并存的社会,我们应以理性去鉴认、以政治去过滤公共利益。本文提出一套政府处理公共利益起、承、转、合的机制。
The common interest is based on reason, the public interest on politics. With the prevalent of private interests, the common interest should be pursued though reason and filtered through politics.
