During the period of fast economic development, our government brings forward a homologous suggestion： the rural and urban overall plan, and has established a comprehensive experimental community for the first time in Chongqing and Chendu District so as to resolve the problem of rural and urban disparity and sustainable development. How to develop agriculture in the process of rural and urban overall plan is the essential issue of our economic development. The rural and urban overall plan needs financial support. Therefore, to constitute a legal system for the agricultural insurance is a great matter of promoting agriculture development.
