After many years of argument within Japanese government, the situation is becoming clear after the cold war. ＂ Normal nation＂ put forward by Ozawa Chiro, an important Japanese government official, in his ＂ Japanese transformation plan＂ comes into being. The position of Japanese ＂ Normal nation＂ and its leadership conception in the international affairs regulate its basic direction for its diplomatic policy and security strategy at the beginning of the 21 century.
