This paper introduces the basic principles and concrete methods to realize the Question Pool Control System by using Delphi and Access. The system mainly includes two parts---Test Questions Control and Test Paper Forming. Test Questions Control is used to realize test questions online editing with the help of TX（Text Control Active X）, and to store the questions in database in the form of binary code. Test Paper Forming is used to realize the editing of Word files with the help of the automatic server Delphi.
