摘要 采用模糊综合评估方法对大型灌区节水改造项目进行综合评估,针对模糊综合评估权重确定问题,运用博弈论方法确定模糊综合评估指标权重,将层次分析法和简单相关系数法主、客观赋权法相结合,使得到的综合权重与单一权重向量之间的偏差最小,从而达到消除单一权重法的片面性,并使得权重更为合理。该方法操作简洁,便于实际应用。以陕西关中九大灌区为例进行研究,结果表明,博弈论方法确定权重的模糊评估方法运用到灌区节水改造项目综合评估研究中是切实可行的。 The paper evaluated water saving reform of large scale irrigation district by the methods of fuzzy comprehensive transverse evaluation. In allusion to issue of deciding indicator weight, the game theory was introduced to identify the indicator weight, which harmonizes and conjugates the analytical hierarchy process and simple correlation function methods and minimizes the deflection between the comprehensive indicator weight and the indicator weight identified. The method eliminates the unilateral result consequently and achieves the indicator weight more reasonable. The method can be operated expediently and applied easily in practice. With the nine big large scale irrigation districts in Guanzhong as examples, the results indicated that the game theory identified the indicator weight to improve the fuzzy comprehensive evaluation of water saving reform of large scale irrigation district.
