中国共产党的第十七次代表大会把"文化软实力"的概念写入了党代会的报告。中国改革开放三十年来经济总量已经名列世界前位,经济的繁荣、国家综合国力的增长反过来强化了中国对自身文化的认同。把文化建设提升到国家战略的高度来阐述了文化软实力的重要意义,为以后的文化建设指明了方向,即文化建设要有助于提高国家文化软实力,这不仅是一种文化立场,更是一种政治的策略。
