摘要
从投资决策阶段、设计阶段和实施阶段三方面就如何有效控制建设项目工程造价进行了探讨,以减少"三超"现象的产生,同时指出应开展建设项目投资系统控制,提高建设项目投资控制水平,以促进我国社会主义市场经济的发展。
It discusses how to control the projects cost of construction program effectively from investment and decision phase, the phase of design and the phase of cawing out to decrease the generation of three exceed, and points out that the investment system control of construction program should be developed and the investment control level of construction program should be increased to accelerate the develop of the socialism market economy of our nation.
