An analysis of the nature, content and target of Scientific Outlook on Development （SOD） is to reveal that ideology is a continuous process of adaptation to Chinese conditions, which needs innovation and development. As a leading mainstream ideology in contemporary China, the SOD has been beyond the traditional concept of development and in consistent with the development of the Marxist theory to maintain their unity. This is attributed to the values of putting people first and developing harmoniously.
