自然资源价值与价值补偿

Value and Value Compensation of Natural Resources

自然资源是社会经济发展的基础。然而,对于自然资源是否有价值,理论界却一直存在着争论。文章分析了自然资源价值存在的前提条件,并对自然资源价值的确定方式和补偿问题进行了探讨。认为研究自然资源价值必须坚持劳动价值论和效用价值论的统一;自然资源在同时满足有用性、稀缺性和产权明确3个基本条件的情况下具有价值;自然资源的价值是其效用,但效用的衡量则要通过劳动所生产的自然资源产品的市场价格来间接地进行;为了社会经济的可持续发展,实施资源价值补偿机制非常重要。

Natural resources are basis of social and economic development. But for a long time, the value existence of natural resources has been disputed in theory circle. This paper analyzes prior conditions for value existence of natural resources, and discusses ways determining value of natural resources and how to fulfill its compensation. Firstly, to research on value of natural resources, we must take a guiding theory which combined labor theory of value and utility theory of value. A natural resource is considered valuable when it satisfied simultaneously the three basic conditions of availability, scarcity and clear property right. Market prices of natural resource products generated from labor can indirectly reflect utility of natural resources which is identical with value of natural resources. Finally, we must be conscious of the importance implementing value compensation mechanism of natural resources in order to promote constantly development of social and economic development.
