摘要
规划战略环境影响评价是从起始源头上来避免或减缓生态环境影响的一项重要工作,在中国还处于探索和总结经验阶段,尤其是农业规划战略环境影响评价,由于涉及面广、范围大、项目多、综合性强,相对其他行业而言更加复杂,目前还处于研究准备阶段。为此,作者对农业规划战略环境影响评价的重要意义和基本思路与方法、要求等进行了研究、探讨和归纳,以供农业行业在今后开展农业规划战略环境影响评价时参考。
Strategic environmental assessment （SEA） is an important task to avoid or decrease the eco-environmental impact from the source of planning. It is still in the beginning stage of exploration and summarizing experience in China. Especially agricultural strategic environmental assessment, because of its wide range, great extent, multiple projects and strong comprehensiveness, etc, is more complex than that in other industries. So, the agricultural SEA is at the very beginning stage of study only on how to carry out it. The significance, basic ideas and methodology, requirements of agricultural strategic environmental assessment are investigated and concluded, which will be the reference to the following study in the future.
