关于推广“边防警官任村官”做法的思考

Thought on Spreading the way of "Frontier Guards Policeman Being Holding the Post of Villagers' Committeeman"

各地边防部门推行"警官任村官"的做法,在做出值得肯定的成绩的同时也遭到质疑。一方面由于边防警官的现役身份,另一方面由于与中国基层民主自治精神相悖。但这毕竟是一项还在边防地区开展的治安管理新模式的探索,在这项制度创建工作中,只有当边防警官淡化军人角色强化警察角色,突出警务职责,维护辖区稳定,为经济发展提供优良环境时,才能避免履行警务职责与非警务职责时的冲突,才能使良性的意愿得到良性的结果。

Frontier guards in some provinces were carrying out the way of ＂frontier guards policeman ng holding the post of villagers＂ committeemen＂. Someone approved the measure ,but someone disapproved it. One cause was serviceman-identity of frontier guards policemen ,another was that the measure counter to the spirit of democratic autonomous-organizing at the basic level. However,it is still a new urity administrative model under probing in frontier region ,during the process , only when giving less ,minence to armyman role and more to policeman role , and emphasizing policing duty , maintaining comnity stability , providing a fine environment for economic development , they could avoid the conflict of icing duty and non-policing duty ,and then the good will could bring good result .
