环境规制对产业技术创新的影响——基于中国面板数据的实证分析 被引量:89

摘要 由于技术创新在解决环境保护与产业绩效间权衡中,起着非常重要的作用,因此,环境规制对技术创新的影响,一直是学者和政策制定者关注的主要问题。本文运用中国标准产业分类中18个两位数产业1996-2004年的面板数据,实证分析了环境规制对中国产业技术创新的影响。结果发现,环境规制对滞后3期的R&D支出和专利申请数量有显著的正效应,表明环境规制在中长期对技术创新有一定的促进作用,“波特假说”在中国得到部分证实。 Because technological innovation playing the vital role in trade-off between environmental protection and the industrial performance,therefore in the past several dozens years,the scholar and policy maker paid more attention to the relationship between environmental regulations and technological innovation. Using a large sample of panel data included Chinese 18 industries at the Standard Industrial Classification Index's at the 2-digit level, this paper makes empirical studies on the effect of environmental regulation on industrial technological innovation. The empirical results demonstrate that stricter environmental regulation is related to increase R&D expenditures and patent applications with lag 3 issue, this indicated environmental regulation can stimulate the industrial technological innovation for a long time,Porter Hypothesis has been verified in the certain degree.
