本文通过实证研究发现,地方保护程度较高的地区,其区域产业竞争力并未相应提高。从长期看,地方保护导致市场分割和封锁,降低了区域市场化程度,阻断了要素自由流动,扭曲了资源配置效率和产业技术效率,实际上不是促进、而是阻碍了区域产业竞争力和地区经济实力的提高。打破地方保护主义、形成竞争有序的全国统一大市场是形成和发挥大国市场优势、实现社会资源优化配置的必要举措。

This paper found that the areas with higher levels of protection did not have higher regional industrial competitiveness by empirical research. In a Long term, local protectionism leads to market fragmentation, reduces the degrees of marketization, blocks the free flow of the elements and thus distorts the allocation of resources efficiency and the efficiency of industrial technology. In fact, regional protection hampered the improvement of regional industrial competitiveness and the regional economic strength. What to break the local protectionism and form a competitive and orderly national unity market is the necessary measure to bring into play the market advantage and achieve optimal allocation of social resources.
