Digital Information Resource Management Based on Self-organizing Theory

简述根据自组织理论分析数字信息资源管理,认为数字信息资源管理是一个具有一定功能和层次结构的自组织系统,具有开放式、远离平衡态、非线性作用与涨落现象等特点;并以系统的观点定义和分析数字信息资源管理的5个构成要素:数字信息资源、支持人员、理论与技术、支撑设备、方针和规章制度,同时分析对它有重要影响的主要外部环境:信息用户环境、技术环境、信息环境、社会文化环境与政策法律环境。

This paper analyzes digital information resource management by using self-organizing theory and considers that it is a functional and hierarchical structure system with the characteristics of opening, nonequilibrium state, nonlinearity interaction and stochastic fluctuation. Moreover, the five elements of digital information resource management are defined and analyzed, such as digital information resource, support people, theory ＆ technology, support equipments and policy ＆ rules. In the end, the paper analyzes main external circumstances of digital information resource, including information users circumstance, technology circumstance, information circumstance, society culture circumstance and policy ＆ legislation circumstance.
