博客的出现,解构了传统媒体控制话语权的局面,为个人获得平等的话语权起到了积极的作用。通过对博客的定义和特点进行梳理,界定了个人话语权的两层含义:话语权利(Right)和话语权力(Power),并采用个案分析的方法总结博客个人话语权实现的流程,论述制约话语权实现的因素和滥用个人博客话语权的监管。

The paper first explains the concept and characteristic of the blog, after which it defines the double meanings of individual right of discourse： right of speech and discourse power. Meanwhile the paper analyses and summarizes the process of realizing blog discourse power by case study. Finally, the paper discusses the restrict factors of individual discourse power of blog and how to supervises the blogger abuses of the right of discourse.
