摘要
2004年以来,山西省在全国范围内率先打响了煤炭资源整合和有偿使用的战役,以此推动煤炭行业的矿业权改革与可持续发展。全面评价了山西煤炭行业实施资源整合取得的成就以及存在的问题,在此基础上,提出了煤炭工业今后的发展战略与政策建议。
Shanxi took the lead in 2004 in starting the campaign of conglomerating coal resources for paid utilization. This is an impetus to the mining right reform and its sustainable development. The paper also assesses the achievements of resources conglomeration in Shanxi Province and remaining problems on the basis of which the paper concludes with coal industry development strategy for the future and suggestions on the policy side.
