随着我国社会经济和民主法制的进步,行政纠纷必然复杂化和多样化,这就要求行政行为司法审查监督的范围必将与之适应,不断拓展。从这个层面来说,司法审查的范围不仅应立足于对具体行政行为司法审查的广度与深度的拓展,而且应包括属于抽象行政行为。

With the progress of the social economy and democratic legal system, the complicity and diversity of administrational disputes requires a wider expansion of judicial inspection, supervision over the administration conducts. From this perspective, judicial inspection should include the abstract ministrations as well as concrete ones.
