从公共政策规划视角重审“妇女回家”就业政策

Re-examinaton of "Womens' being Back Home" Employment Policies From the Perspective of Public Policy Planning

制定公共政策必须遵循公正性、普惠性、个人受益、可持续进行、劣势者利益最大化等基本原则。而"妇女回家"的就业政策提案彻底违背了以上原则:一、提案厚男薄女,有悖于公共政策规划的公正性原则。二、提案主要考虑男性群体的利益,违背了公共政策规划的普惠性原则。三、提案是就业领域的"扶强抑弱",违背了公共政策规划的劣势者利益最大化原则。此外,它还违背了个人受益、可持续进行等原则,是不可取的。

The formulation of public policies must follow the basic principles of fairness, general benefit, individuality, sustainability and maximizing the interests of disadvantages. But the proposal of ＂womans＇ going home＂ completely violated the above principles. First , the proposal sponsored more for men than for women and was contrary to the principles of fairness ; second, the proposal mainly considered for the interests of men and was contrary to the principles of general benefit; third, the proposal supported strong community and suppressed weak one, violating the principle of maximizing the interests of disadvantages. In addition, it also run counter to the principles of individuality and sustainability.
