我国农村信用社改革自2003年来又掀起了如火如荼的新高潮,要深化农村信用社改革,既而做大做强,需内外兼治。"外治"主要是要完善农村信用社改革的五大外部环境:政策环境、法制环境、服务环境、信用环境、退出环境。
