关于我国建立节约型财政的理论探讨

Theoretical Discussion on Building Economic Finance in China

建立节约型财政是我国建设节约型社会的必然要求,也是建立公共财政的内在要求。我国财政资金的使用存在巨大的浪费,主要表现在能耗、基本建设和私有化三方面。原因是多方面的,政府失灵、意识模糊以及制度、技术等因素都包含在内,因此,我国应从意识、决策、制度、技术四方面入手,尽快建立节约型财政。

Building economic finance is necessary to setting up resource -efficient society and also is the internal demand of building public finance. There is great waste in the use of fiscal resource, mainly in energy sources consumption,basic construction and private occupation. Many reasons can explain this including the government failure,vague sensitivity,system and technology factors, so we should build economic finance as soon as possible through the above four ways.
