Risk society theory,actuality of system supply and requirement to realize political democracy offer the social, economic and political basis for regional environment legal system building, make it have the necessity to exist and perfect. However, during system building needs to embody the value pursuit for core of justice, for purpose of multiplicate harmony, for transparent democracy of system, realize theoretical and practical value of ecological and sunny legal system, finally realize the value concept of regional environment legal system under harmonious context, namely, deepen and develop the justice concept, embody the deepening for humanistic care, achieve the harmonious and sustainable development between human and nature.
