民主与效率两种理性的价值选择主宰着各国行政组织的理论演进与改革历程。我国的行政组织的发展与西方各国处于不同的政治生态与博弈情境,针对我国的行政改革在本质上仍然从属于政治体制改革这一特点,在设计和实施行政改革的过程中,应坚持行政发展与政治发展协调互动的科学改革观,突出行政理论与行政理念的创新。理性移植西方行政组织的改革理论及其现实模式,探寻符合中国特殊发展环境的行政改革之路,才能避免改革重复地陷入困境与误区。

The contesting and selection between democracy and efficiency dominate the theory evolution and reform process of administrative organizations in all countries. The development of administrative organization in China is placed in the variant and political ecosystem with western nationality and combat scene. As the administration reform in China still pertains in the political reform in essence, the scientific reforming views must be carried out with emphasis put on the innovation of administrative theories and ideas in the process of designing and enforcing the reform. By rationally transplanting the reforming theories and existing models of western administration organizations and seeking appropriate approaches to political reforming in China are the best measures to avoid the risk of returning to past dilemma of administrative reform.
