中国养老保障体系改革状况与创新思路

The Reform and the Innovation Thought of Chinese Pension Protection System

中国养老保障体系改革面临经济市场化、人口老龄化、风险社会化以及改革政治化等方面的背景,此前的养老保障体系改革取得了一定成就,但现行体系还存在覆盖面小、保障水平低、制度不健全、政府与市场职责不明晰等方面的问题,中国养老保障体系改革应在借鉴和吸取别国经验教训的基础,结合中国实际,加快体系、组织、机制、经营和政策等方面的创新。

Pension security system reform in China faces with such backgrounds as economic market - oriented, old - aging, risk socialization and reform politic - oriented. All those backgrounds would affect reforming means and path. Though past reform made some achievements, Chinese current system still have some problems, such as small coverage, low security level, system -unhealthiness, and illegibility between governmental and market liabilities. Next reform should quicken innovation of structure, organization, management and policies, under the basis of adopting other countries＇ experiences and lessons.
