"Dao" (道)was set up during the period of Eastern Wei and Northern Qi Dynasties as the jurisdiction areas of Da Dudu (大都督), temporary Xingtai (行台, the branch of Shangshutai) and stable localized Xingtai. With the change of system of military punitive expedition, Da Dudu and temporary Xingtai were abolished gradually, during which "Dao" and the stable localized Xingtai combined steadily. Therefore, "Dao" became anther name of district of the stable localized Xingtai, which was actually the important army and government district for central government to control the local areas.
