高等教育大众化使我国有限的财政资源与对高等教育需求之间的矛盾进一步加大,从市场经济背景下分析高校图书馆信息服务的成本入手,就实施高等教育成本补偿政策,对公共教育资源和收入在全体社会成员中分配公平性的促进作用来探讨高校图书馆社会信息化服务成本补偿的意义、必要性和实现形式,以促进信息资源配置效率的提高和信息服务的公平性。

The popular higher education has aggravated the contradiction between the limited financial resources and the demand for higher education in China. Proceeding from the analysis of the cost of information service in university library in the market economy background, this article discusses the significance, necessity and realization method of cost compensation for social information service of university library so as to improve the efficiency of information resources allocation and the justice of information service.
