摘要
一、森林健康的概念
在20世纪70年代,德国等欧洲国家先后出现大面积酸雨,导致森林生长衰退甚至林木死亡,成为当时普遍关注的重大生态环境问题。从1983年起,德国率先开始了森林健康监测,首先提出了森林健康的概念,而后很快扩展形成了覆盖欧洲的监测网络,并提出了具有欧洲特色的监测指标体系和监测与评价技术。
