The rapid development of higher education is inseparable from the improvement of sponsoring college hardware conditions; therefore an increase in investment in infrastructure is needed. Only by finding the problems that currently exist in basic constructions, and then improving the work, creating an innovative man- agement mechanism, can we obtain the competitive advantages. Only by continuously improving managers' overall quality and level of management, can we make a significant improvement in the college infrastructure efficiency and do the security work well.
